That's exactly how it will be sold to the American people but in reality it will get directly to every black in America and it will be done in a way that they will be financially “seeded” for life. You have to have this backward.
It will be sold as a direct payment to blacks, where they will be "set for life".
In reality it will just be taxes on everyone and a set of payments to "organizations" where the administrators will be the ones "set for life".

I know they mean “set for life” even though it was Obama that said “seeded” and that's why I put it in parenthesis. It's Obama’s way of giving the old wink-wink to the Hood.
