I don't believe that it is “constitutionally permissible” for the reasons I pointed out.

It denies a person the ability to seek health care and other services necessary to life.

Until it has been tried in the Supreme Court, which I doubt, it is not possible to say that it is “constitutionally permissible”.

First, you have no understanding of why the Constitution and the Bill of Rights exists, nor of the thinking of the signers.

The Constitution exists for the sole purpose of protecting us from government officials who go overboard. Think the Sheriff of Nottingham, or in this case of this group of idiots.

But you think that we should adopt the tactics of the Chinese police??? Now as for your education: There is a distinct difference between banning a criminal from a specific area or type of area where he/she might be a (unreasonable) danger to others.

Pedophiles from school yards, an uncontrollable alcoholic from bars, etc.

That is not the same as denying a person access to services essential to life such as medical attention, job opportunities, etc. Incidentally, barring one from reasonable opportunities to work only insures that that person will never be able to rehabilitate.

I read just yesterday that one can grow wise with age, but wisdom is optional.

In this case, a lot of people have failed to exercise their options.

They might wish it, but they can't, thanks to state law.

I don't know what sort of "criminals" the leftists on the council wish to exclude, or what they perceive the problem to be, I just haven't followed it. But downtown Eugene has been in a state of decline since the late '60s & early '70s when all the streets were ripped out to turn it into one of the nation's first pedestrian malls.

In recent years the two main streets have been reopened with fancy colored brick style pavement and some silly looking sculptures standing at the street corners, but still is populated with merchants such as thrift stores, hippy type coffee shops, soup kitchens and the like. The old anchor merchants of downtown (Ward's, Sears, Tiffany, Bon Marche', JC Penney, and more) have been gone for decades. The buildings are rented out as government offices, small storefronts, and low rent storage, plus a nightclub here & there that would not survive but for their reputations as places underage drinkers can get in without difficulty. One of the largest old anchors, Sears, is a giant hole in the ground two or three stories deep that is usually full of water, and that is how it has been for perhaps ten years now.

The city council has fought over competing redevelopment plans for years, all of them involving buying the whole thing out with taxpayer money and reselling (giving away) to one or two favored developers who would then rebuild according to the council's vision, with trendy little shops downstairs, and residential units upstairs, sort of like a miniature version of Portland's Pearl district. The differences on the council seem to revolve around ways to keep the area "diverse and inclusive" with things like "affordable" (subsidized) housing, grocery stores, and such.

As I said, I don't know what sort of criminals they wish to exclude. But since the proposed ordinance would only apply to cases cited into Muni court, which only tries traffic and low level misdemeanors, it would certainly not exclude any violent criminals.

I think it's just "weed and seed" by another name - a form of gentrification aided by "community policing" where police target certain elements of a neighborhood, based largely on appearance, for special harassment. This would be the poor and the brown skinned, and any others who don't prefer to dress fashionably or drive nice cars. The idea is to drive these elements out of a neighborhood (weed), thus making it more attractive to the genteel (seed).

Sounds like Eugene is similar to Tucson. The city politicians here are all DemoRats and they mismanage almost everything including downtown redevelopment.

At least we have good preemption laws in AZ. The city tried to ban guns in parks and that didn’t last long. We also have secure storage and retrieval in state and local government buildings. I think we should NEVER have to disarm to visit our government but at least it’s a start.

Because I live in he suburbs I think all criminals should be required to live downtown. If they must leave for a dentist appointment or something there should identify themselves by where a brightly colored Fedora such as orange, yellow or red and a baggy pinstripe suit. Pocket watch chain and wolf tail on car antenna optional.

Yeah we have very good preemption laws as well. And we don't prohibit carry in government buildings in general or even in schools. The only "no weapons" areas in government buildings are the immediate area of courtrooms themselves.

I was just down to our courthouse a couple days ago to look some things up on the computers at deeds & records and then at the court. At the court area they will take your weapon and keep it in a locker until you are ready to leave. But still, I don't carry in the courthouse at all because it is full of cops and I choose not to be bothered with the problem of not having a CCW permit (since I refuse to pay and put myself in that database). But I did let them borrow my pocket knife while I was in the court premises. They have a better metal detector than the airport does.

But the city is mulling over the idea of not allowing folks to drink a beer (or anything else) from a glass bottle in a city park. Gotta try to keep us safe from something I guess.
