A little of both.
First, I am talking about _technological_ life. There might be some bacteria, even in our own solar system - life, but little chance of building space ships.
The Drake equation addresses the probability of technological life, and again, it concludes, generously, a 1/100th of a chance per spiral galaxy of having one planet capable of supporting technological life.
Then, when you add contact and travel limitations on top of that...

CoasttoCoastAM has long taken this exact position. George Norry and regular guests have often cited Dr. Mitchell and the need to end the "conspiracy to keep aliens a secret."
Mr. Norry is now free to have the aliens as guests.. but there's a hitch: it turns out that the aliens do not hate President Bush and Vice President Cheney -- a few of them even work for Halliburon.
So even after twenty years of C2CAM efforts the current host Mr. Norry refuses to allow them on the show.
With just a teeny tiny :)

Not to take away from his accomplishments, but based on his Wikipedia entry, I think he's been a bit of a nutball for a long time...
