There should only be a charge of failing to follow the proper procedure.
For a “conservative” message board, I’m surprised at how many are assuming that the news media is giving you the straight story here. Especially when the first red flag that should go up is that the story follows the “cops are evil bullies” line.
Conservatisim is the EXACT reason that so many of us don’t appreciate characterstics of a dictatorship or a facist.
The role of cops have changed into “fund raiser”. Instead of being prominent in traffic to actually PREVENT speeding and promote safety, now there are fleets of unmarked cars and high-tech speed detection devices made to covertly CATCH speeders. Protect and serve has turned into snag and fine.
Ditto that.
If it's a bad story about someone "we" like, we're all about how biased the LSM are.
If it's about a bad cop, it's Gospel.

Perhaps it's time you accepted the reality that posting on FR does not necessarily make one among the brighter bulbs on the tree.

Conservatism is about self responsibility, self reliance, and rule of laws. The police are the armed enforcers of the city and county governments that they work for. Most in this country through federalism run amuck such as drug war, seat belt safety enforcement etc. A conservative relies on himself for his safety by owning guns to defend himself and driving responsibly to ensure his own safety. If I were to accidentally kill someone the charge would be manslaughter. If a cop kills somebody accidentally with a Taser he should get the same charge. Police should be trained to de-escalate but they tend to escalate confrontations and kill people.
My conclusion is that a healthy mistrust of the police, cities and governments is completely compatible with conservatism.
