James Clavell had a great line about this in his novel “Hong Kong”. A Hong Kong Brit was explaining to an American visitor that no guns are allowed on Hong Kong, on pain of immediate deportation without hope of appeal. He said (I’m paraphrasing) it didn’t slow the Chinese down, though—hey handled their disputes with knives, chains, fighting irons, poison, and anonymous calls to the police.

James Clavell never wrote a novel called Hong Kong. Perhaps you are thinking of Tai-Pan or Noble House.
