They are knickers fit for a queen..... and, given their size, possibly two.
Able to accommodate a 50-plus inch waist, they belonged to Queen Victoria who doubtless would not be amused to see her undergarments - or her vital statistics - discussed in public.

They had to be fitted to slip easily over the hips in a time when no elastic was available, so the measurement for the hips is the real measurement, including an “easement” of at least four inches. Plus, they were actually “chaps” (quite risque, according to our standards!) They would never have been worn “at full stretch” as the article suggests. More likely, she would have worn a corset, so her corrected waistline would be far smaller than her actual natural waistline...
Even so, she probably was considered to be fairly zaftig as the times go.
