A spy camera, estimated to cost £10,000 and designed to catch fly-tippers, was cleared by council workers after it was concealed in a rubbish bag. The expensive camera was placed inside a black bag beside a notorious illegal fly-tipping site. The disguise was so good that workers for Chichester District Council, West Sussex, cleared the camera believing it was genuine rubbish.

They should’ve put on a notice that said SPY CAMERA INSIDE - DO NOT DISTURB.
I thought a fly tipper was good loookin' restaraunt patron who left a good bit of money for services rendered.
Where I live, our problems are a lot bigger — we worry about COW tipping.
$200 for the camera, $19,800 for the specially camouflaged garbage bag.

“When I was younger
“I used to tip flies for fun, yeah
“Actually I didn’t do that
“’Cause I didn’t want the fly to be sad...”

Sounds like the scheme with those brown paper “recycling” bags that people are supposed to use for grass clippings and other yard waste.
“I cannot lie officer, er, constable Opie. I placed that letter there at the bottom of that pile of garbage.”
Has there been a spike in the market for home trash compactors?

Someone who dumps waste illegally, esp. on public land
My first question. Thanks.
My British friends tell me that the councils all over England are going nuts on rubbish.
