Chávez: Reactivation of the US Navy Fourth Fleet is a threat

Venezuelan President Hugo Chávez Tuesday stated that the reactivation of the US Navy Fourth Fleet to patrol Latin American seas is a threat.

The ruler claimed he was certain the move was a threat, and underscored that one of the reasons behind this action was Venezuela's huge oil reserve.

"I do not have any doubt about it. It is a threat. There is no need to make any questions. I am sure you feel it that way too," he told reporters.

Chávez urged the member countries of the Common Market of the South (Mercosur) to ask the US administration for an explanation on the deployment of the fleet.

During his intervention in the presidential summit of Mercosur, in Tucumán, Argentina, Chávez lashed out at the move. "I do believe we should ask the United States what is this, what do they intend to do with this, what are they looking for in our waters, in our environment, in the Atlantic Ocean, in the Pacific Ocean."

Further, the Venezuelan ruler asked his South American counterparts to forcefully reject the European Union law on immigration, Efe reported.

"The rulers are facing a serious crisis of common sense," he said, referring to the EU legislation.

The Venezuelan president also referred to a press article written by Cuban leader Fidel Castro about the impending US presidential vote. Chávez claimed he would vote Republican candidate John McCain.

Why the heck should we explain anything whatsoever to him or the rest of the tin-pot dictators down south? And since when are they Venezuela’s or any other country down there’s waters?

“Look Hugo. Since your buddy Jimmy Carter gave up the Panama Canal and our bases there, we need a good launching platform for the Tomahawks that will reign down on you if you do anything stupid. Like trying to assist the Iranians in a conflict.”

History:
During World War II, the Fourth Fleet was established in 1943 along with the other numbered fleets. The fleet was later absorbed by U.S. Second Fleet and disestablished in 1950.

From what I've read, they are going to have two Wasp-class amphibs, tentatively the Kearsarge and Boxer, and assorted small surface combatants assigned to this fleet.

The Kearsarge and Boxer are both capable of carrying up to 24 Harrier jump-jets and will soon have the new F-35B Lightning STOL aircraft (they should be operational in 2012).

These two ships are larger than most WW2 aircraft carriers and will have the same force projection as just about any non-US carrier currently sailing the world's oceans.
