CARCASSONNE, France (AFP) — President Nicolas Sarkozy promised swift and severe punishment Monday after a soldier shot and wounded 17 people, including a three-year-old boy and both his parents, at an open day at an army barracks.
The sergeant opened up with an assault rifle, firing live rounds instead of blanks into a crowd of hundreds of visitors watching a hostage-taking exercise Sunday at the base near the southwestern city of Carcassonne.
A man who witnessed the shooting told AFP that "suddenly, people were falling, we thought it was part of the exercise, and then we saw blood."

2- Officers ensure soldiers have blanks.
3- Officers check again to make sure soldiers have blanks.
4- No blank firing adapter.
5- You don't point at the crowd even with blanks.

It was a joke. Rumor has it, no enemy combatant has ever seen the front of a French military uniform.

It might have been a joke, but it was poor because there was no element of truth to it.
Million? Highly doubtful. Probably more died from ambushes by the French Resistance than from the French Army, which did not exist from mid 1040 until near the end of WWII.
It’s amazing that they even had bullets. All you really need for a French military exercise is a white flag...
Guns, tanks, planes, bullets? Why would they waste their money on those things. Even when they fight, they send foreigners to do it for them.
I've taken part in firearms training involving "sim-munitions" fired from real guns. Before entering the training area, each person was checked at a gateway area for ammo, by pat down and by metal detector. His firearm was checked by a line of three inspectors, he would pass through the gate, be handed his handgun and a mag of simunition (which was loaded under the supervision of three sets of eyes)
Instructor has never had an accident
With the exception of Afghanistan, but why bother oneself with mere facts?
