The U.S. Navy extended an open invitation this week to the Russian Federation Navy to join forces for missions on the world’s high seas.
Both marine forces have increased their presence around the globe. The U.S. Navy asked the Russians to join the Navy’s new maritime initiative, a plan much different from the sea-combat strategies of yesteryear — those of fighting in deep blue water to sink other navies or deliver missiles inland from the oceans. Now, focus is placed on maintaining safe seas, delivering humanitarian aid, disaster response and countering terrorism.
"The point that we brought out in discussions this week was that we highlighted our new maritime strategy and within that, specifically, the concept of global maritime partnerships," said Rear Adm. Tony Kurta, commander of Navy Europe-Africa plans and policy in Naples.
"We welcome seeing the Russian navy on the high seas anywhere, and look to any opportunity to increase cooperation between our two navies, particularly in global maritime partnerships," he said in an interview.
It’s an invitation the Russians received well, said Vice Adm. Dmitry Dmitriev, assistant to the Head of Naval Staff.
"We are involved in coordinated actions and we were able to reach mutual understanding of each other’s points of view," Dmitriev said of the two-day staff talks.

The Russians, like the Germans, are a proud people that can sink into sullen hostility and then active hostility if they feel they are being looked down upon.
It would be an interesting "what if" to know what would have happened if the Royal Navy had extended such an invitation to the Kaiserliche Marine at the turn of the 20th Century.
What actually did happen is that both Gremany and Britain destroyed their status as world powers in the resulting wars of rivalry.

Interesting. I wouldn’t be terribly surprised if Russia joins NATO in the next decade or so.

Work under the NATO-Russia Council focuses on all areas of mutual interest identified in the Founding Act. Cooperation is being intensified in a number of key areas, which include the fight against terrorism, crisis management, non-proliferation, arms control and confidence-building measures, theatre missile defence, logistics, military-to-military cooperation, defence reform and civil emergencies. New areas may be added to the NRC’s agenda by the mutual consent of its members.
The NATO-Russia Council will provide a mechanism for consultation, consensus-building, cooperation, joint decision, and joint action for the member states of NATO and Russia on a wide spectrum of security issues in the Euro-Atlantic region.
In this context, we will observe in good faith our obligations under international law, including the UN Charter, provisions and principles contained in the Helsinki Final Act and the OSCE Charter for European Security.
We also occasionally have US Naval assets dock and make port calls in the People’s Republic of China.

Yet the Shanghai Cooperation Organization, which includes China and Russia, is often described as an eastern NATO like organization. Then you have the Chinese deepwater navel port in Pakistan plus the build up of the Russian navy in the eastern Mediterranean and the Black Sea.
The treaty is in effect. Only the US and handful of landlocked nations haven't signed. Whether the US signs or doesn't sign is irrelevant.
Now we can sit on our hands and observe the Arctic nations carve up the drilling rights in the Arctic Ocean.
Whether the Shanghai Cooperation Organization or NATO succeeds in being Russia's suitable suitor remans to be seen. My guess is that Russia will look west for friends when China looks north for resources.
I could be very wrong but that's the way I read the tea leaves long term.

This argues for the "muslim-chinese mutual hegemony alliance" I created out of whole cloth in post #5. Islam and China share the goal of the destruction of western civilization. I believe they will be forced into an uneasy alliance in the not too distant future.

Russia has its own muslim problem. I'm more inclined to believe that in the long run, Russia's self interest militates strongly against an alliance here. There may be some short term agreements, but the blind muslim hatred of all things not muslim enough will ultimately destroy it.

Russia, most of the CIS, and China still cling to their old Communistic ways. They are NOT our friends.
China also has their own Islamic problem. Think the Ugars of western China.
