Court receiver asks Schwarzenegger to improve Calif. prisons

Sacramento, CA (AP) -- The court-appointed receiver who oversees medical care in California's prisons is asking Gov. Arnold Schwarzenegger to invoke emergency powers and borrow $7 billion.

Court-appointed receiver Clark Kelso wants Schwarzenegger to bypass the state Legislature and issue bonds to build seven inmate health care centers around the state.

The Associated Press obtained a copy of the letter Kelso sent Monday to Schwarzenegger's legal affairs office.

The receiver's request comes after the state Senate blocked his borrowing twice last month. Kelso has been given broad authority by federal courts to fix the prison system's medical and mental health care.

A judge could order the money taken directly from the state treasury if the receiver doesn't get his way.

How in the world does a federal judge get to spend state moneys without a vote of the legislature? Its the ultimate in judicial tyranny.

What would be really beneficial would be to connect the steel toilets to 220V circuits.

Well can we say California will go Bankrupt???????????????
How will they be able to take that money and issue bonds and pay them off with all they have now?
Maybe they can allow off shore Oil & Gas Drilling, that would pay those bonds off with plenty to spare.

The state might go bankrupt but none of the officials will so there will be no drilling.

Why don’t we just line up the worst offenders and machine gun them in the yards. Works for me and would reduce the populations. Armed robbery, murder, assault with a deadly weapon, illegal entry into the country(this offense alone would clear thousands from our prisons, and prevent future crime). Works for me, although I know that some bleeding heart FReeper, or several of them, will jump all over me for it, I could care less. My solution, it won’t be implemented but should be.

California already has some of the plushest prison Nation wide. They have internet, wide screen TV's, overnight visit with their women, cookies and milk at bed time,gyms to make them buff, on and on and on. If they would send the illegals back home we would not need more monies, or prisons.

They can fix California's prison medical system by treating only American citizens. I couldn't imagine how much the state spends on health care for illegal inmates?

I read somewhere the other-day that the money we spend on illegals overall was tons more then we spend on the Iraq war. I will see if I can find it.

As Investors Business Daily reported in March 2005:

“The U.S. Justice Department estimated that 270,000 illegal immigrants served jail time nationally in 2003. Of those, 108,000 were in California. Some estimates show illegals now make up half of California’s prison population, creating a massive criminal subculture that strains state budgets and creates a nightmare for local police forces.”

Citing an Urban Institute study, director of research for the Center for Immigration Studies Steven Camorata noted in 2004: “Roughly 17 percent of the prison population at the federal level are illegal aliens. That’s a huge number since illegal aliens only account for about 3 percent of the total population.”

Former California Gov. Pete Wilson places the percentage of illegal aliens in U.S. prisons even higher. In 2001, he told Fox News Channel’s Bill O’Reilly:

“We had problems related to the costs of educating children who were acknowledged to be in the country illegally, healthcare costs. One in five in our prison population were illegal immigrants who had been convicted of a felony after entering the country illegally.”

The Federation for American Immigration Reform also turned to the Justice Department to get statistics on criminal aliens. They report:

“In March 2000, Congress made public Department of Justice statistics showing that, over the previous five years, the INS had released over 35,000 criminal aliens instead of deporting them. Over 11,000 of those released went on to commit serious crimes, over 1,800 of which were violent ones [including 98 homicides, 142 sexual assaults, and 44 kidnappings].

I guess I’m one of the ones you’re talking about who is bleeding-heart enough not to want to just up and kill anybody convicted of a crime, but I do think spending that money on border security instead of better prisons would be a much better use of money. If you don’t let them in in the first place you don’t have to deal with keeping them in prison for it. Overcrowding problem solved.

I don’t want to kill illegal immigrants. Some of them are violent drug dealers but truly, many of them are just poor and desperate and were unlucky enough to be born in miserable places with no opportunities. I don’t hate them, I just want to make them stay on their side of the border. Anything we spend on border security would relieve our society a lot more than any improvements we could make to the jails.

LOL! Were I in the governor’s seat and a judge ordered that, I might very well invoke my emergency powers, declare an emergency - and have the California National Guard arrest the judge and have him taken in handcuffs directly to a state prison.

Now that might set hearts in DC aflutter.
