AMSTERDAM, Netherlands (AP) - Mexico has appealed to the U.N.'s highest court to seek a stay of execution for Mexican citizens on death row in the United States.
It argues that U.S. authorities have failed to comply with an earlier ruling ordering a review of their trials.
The 2004 ruling said the prisoners' rights were violated since they were denied contact with the Mexican consulate before being tried.
The International Court of Justice said Mexico on Thursday asked the court for an "interpretation" of its 2004 judgment to clarify that the U.S. government must actually see the cases are reviewed.
The U.S. Supreme Court has denied hearing a Texas inmate's appeal based on the World Court's ruling.
His execution is set for Aug. 5.

This is an accurate stement... once they move in the neighborhood deteriorates into a ramshackle slum with junkyards and chop shops masquerading as car repair shops, with their offices painted bright yellow with freehand signs painted in black, in about 6 months.
I'm not sure this is factually correct. IIRC the prisoners were not denied contact with the Mexican consulate; they never requested it. In fact, I'm not sure that the nationality of the prisoners was established when they were arrested - that would be profiling, don't you know.
OTOH, the U.S. is signatory to a treaty that does require us to permit any alien to contact their consulate. It's in our best interests to hold to that treaty, as we want other countries to grant our citizens the same right in their countries. I'd like to know the facts here.
Has the "World Court" ever prohibited Mexico from aiding her citizens in invading a neighboring sovereign State?
Didn't think so.
How many divisions does the World Court have to enforce its megalomania?
Only partially tongue in cheek:
Why would that be dumb? Mexico has called the tune for the law and politicians here in the United States for many years.
I guess the Mexicans haven’t figured we do not recognize the World Court....yet......
We’ll recognize it after Obama is elected.
My thoughts exactly!
IIRC, We were supposed to tell them that they could contact the Mexican consulate, which did not happen.
This is one that Obama and McCain may recognize. Both are suspect on this one, as we found out Bush is.
“Can someone help me out here?
Has the “World Court” ever prohibited Mexico from aiding her citizens in invading a neighboring sovereign State?
Didn’t think so.”
Actually, I believe under Nafta, Mexico asked to make a ruling that Mexico’s citizens have the right to be here under ‘free trade’. They have complained before and they will again if they don’t get all they want.
“Every time the U.S. abandons the track of international cooperation, we have a big controversy,” Mexico’s Szekely said. The United States has an obligation to its international treaties, such as the General Agreement on Tariffs and Trade and the North American Free Trade Agreement, he said, that supersedes its domestic law.”

I knew it! I just knew it! I can read minds! Be forewarned and don’t think bad things.
But on a lighter note, Mexico has innocent people being gunned down every day and the Mexican gov. well knows that in the U.S. a death sentence is more like a life sentence without parole.
I live in Houston, Texas and the inmate was part of a gang that gang raped and murdered two teen girls. Three of the murder/rapists missed the death penalty because of age. One was executed and now we are awaiting the execution of the ringleader.
Having a teenage daughter, I will not soon forget that horrible day when they found the bodies of the victims.
