Conservatives know that Sen. Barack Obama has recently introduced the Global Poverty Act, which some commentators have said would bankrupt America by giving an additional 0.7 percent of GDP to Third World governments.

That may well be true.

But as in the War on Poverty, we are not debating with people who have any grasp of numbers or even reality. We are dealing with the left, whose goal is to suppress debate over wealth distribution, suggesting that anyone who opposes it is a Nazi.

So forget about whether the bill will break our bank and lead Americans into poverty. They aren't listening. Neither are many "conservatives," many of whose pastors have told them that government-enforced socialist wealth sharing (without calling it that) is Christian.

So it is futile to debate from the standpoint of harming the taxpayer. Neither the far left nor the "Christian" right will hear you.

Instead, the debate over this bill must include a component that was lacking in the debate over the War on Poverty, namely, to address the consequences to the recipients themselves.

Folks, this document cedes our authority and sovereignty on a host of issues and commits us to the treaties in the Millenium Goals... not good at all.

Now, in retrospect we know that welfare destroyed our inner cities, particularly black society, in many ways, chief of which was the monetary rewarding of irresponsible mothers who had children not out of a desire for stable families, but because child rearing was personally profitable to them, provided it was fatherless.

Regardless of whether or not the argument is true, this approach will just infuriate the left with hefty doses of "moral indignation" and the usual charges of racism.

The Global Poverty Act is an Attack on America’s Sovereignty

On September 25, 2007, the US House of Representatives passed the Global Poverty Act (HR 1302) that basically commits the U.S. to spending a minimum of 0.7 percent of its gross national product on foreign aid to developing countries. The bill was passed by a voice vote with no discussion of the effect this legislation will have on our sovereignty or the potential costs to the American taxpayers. Attempts are currently being made to push Senator Barack Obama’s version of the “Global Poverty Act” (S.2433) through the Senate’s Foreign Relations Committee, although no hearings have been scheduled. If the Global Poverty Act is passed by both houses and signed by the President, American Sovereignty would suffer another blow by making US foreign aid spending subservient to the dictates and whims of corrupt United Nations bureaucrats.

The Global Poverty Act would require the President “to develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the United Nations Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.”

While the goals of the Global Poverty Act sound laudable, the adoption of the UN supported plan will mandate the U.S. to pay 0.7 percent of its GNP in increased foreign aid spending that would add $65 billion a year to what the U.S. already spends. Over a 13-year period, from 2002 to the target year of 2015, when the U.S. is expected to meet the “Millennium Development Goals,” this will amount to $845 billion.

America is the most generous country in the world in terms of how much it spends on foreign aid, not to mention the billions of dollars donated by individual Americans through private non-profit aid organizations. Let us continue to give the people of developing countries the aid they need, but don’t give the corrupt United Nations any legal rights to tell us to whom and how much we should give.

Most of the poverty in the third world is created by corrupt governments that are oftentimes aided by corrupt UN bureaucrats. Much of the money we donate never gets to people we are supposed to be helping because of this corruption. Giving any control of our foreign aid funds to the corrupt United Nations will surely enhance, rather than reduce corruption. It will aggravate the current poverty levels, rather than reduce or eliminate them.

Americans should also be aware of another stated United Nations Millennium Development Goal that if implemented, will mandate the elimination of trading in small arms. The real goal of this particular mandate is to advance a worldwide gun control movement that ultimately will supersede the laws of all nations, including our own Second Amendment, which means nothing to the globalists at the United Nations.

Americans should not discount the growing power of international law, whether through changes in the United Nations charter and UN mandates, the World Trade Organization, Global Poverty Acts, Law of the Sea Treaty or the NAFTA and CAFTA treaties which are direct assaults on America’s sovereignty. American citizens must understand that the forces behind the new world order movement and the expansion of the United Nations powers are hostile toward our Constitution and America’s sovereignty.

In the WSJ a while back there was an article about food aid to countries in Africa. Even if it is distributed to people who need it and not dictator thugs in charge, there is a cost to the farmers in the country trying to make a living. As one black farmer was quoted in the WSJ, “You can’t compete with free.”

Legislation would aim to cut extreme global poverty in half by 2015

WASHINGTON, D.C. - U.S. Senators Barack Obama (D-IL), Chuck Hagel (R-NE), and Maria Cantwell (D-WA) and Congressman Adam Smith (D-WA) today hailed the Senate Foreign Relations Committee's passage of the Global Poverty Act (S.2433), which requires the President to develop and implement a comprehensive policy to cut extreme global poverty in half by 2015 through aid, trade, debt relief, and coordination with the international community, businesses and NGOs. This legislation was introduced in December. Smith and Congressman Spencer Bachus (R-AL) sponsored the House version of the bill (H.R. 1302), which passed the House last September.

"With billions of people living on just dollars a day around the world, global poverty remains one of the greatest challenges and tragedies the international community faces," said Senator Obama. "It must be a priority of American foreign policy to commit to eliminating extreme poverty and ensuring every child has food, shelter, and clean drinking water. As we strive to rebuild America's standing in the world, this important bill will demonstrate our promise and commitment to those in the developing world. Our commitment to the global economy must extend beyond trade agreements that are more about increasing corporate profits than about helping workers and small farmers everywhere. I commend Chairman Biden and Ranking Member Lugar for supporting this bill and moving it forward quickly."

"Poverty, hunger, and disease will be among the most serious challenges confronting the world in the 21st century," Senator Hagel said. The Global Poverty Act:

• Declares it official U.S. policy to promote the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal of cutting extreme global poverty in half by 2015.
• Requires the President to develop and implement a comprehensive strategy to carry out that policy.
• Includes guidelines for what the strategy should include - from aid, trade, and debt relief, to working with the international community, businesses and NGOs, to ensuring environmental sustainability.
• Requires that the President's strategy include specific and measurable goals, efforts to be undertaken, benchmarks, and timetables.

• Requires the President to report back to Congress on progress made in the implementation of the global poverty strategy.

The legislation is supported by a broad range of groups, including Bread for the World, the United States Conference of Catholic Bishops, CARE, Oxfam America, Habitat for Humanity International, National Wildlife Federation, Sierra Club, United Church of Christ, Christian Church (Disciples of Christ), the Borgen Project, United Methodist General Board of Church and Society, RESULTS, Micah Challenge USA, and the Evangelical Lutheran Church in America.
