The western-backed Sinora govt is going to roll over for Hezbollah b/c nobody is willing to come to their aid and now we have a defacto rule by Hezbollah. Hezbollah has gotten exactly what it wants - a state, without yet having to take responsibility for running a state. I think this is what Mookie is aiming at in Iraq, too, and he feels he’s pretty much gotten it so that’s why he’s calling off the fighting (officially, at least). He has many people in the Iraqi police who are on his side, he has demonstrated that he can easily overwhelm those who aren’t, and he knows that our response will always be a limited, “surgical” one.

Basically, I think these Iranian sponsored groups are simply installing themselves in place, having demonstrated that they already control these areas, and will not do much of anything until somebody in Iran gives the signal. Their purpose is to set up a solid ring of Iranian-controlled areas, and they are achieving it. Iran is getting its lebensraum.
