No it wasn't.
The Albanians only came in after WW2. They were allowed in by Tito after Albania went Maoist. That was his mistake.

I’ll tell you why. Before WWII Kosovo was majority Serb. Since Albania was an Axis junior partner, she was allowed to annex Kosovo. Thousands of Serbs were driven out of the country or shipped to concentration camps. Kosovo became majority Albanian. After WWII Tito did nothing to rectify the situation, since he was a Croat. To compound an historical injustice by giving Kosovo to ethnic cleaners is horrendous.
