The way I understood it is that its paperwork and wording...the child and it’s mother are together in state protection.
And ya know something,
I in my RL see the state doing more good for at risk kids that bad, so this ‘The state is evil’ stuff is annoying.
Perhaps you should do a little research on how well the state handles children in it's care.

It appears that some people are so consumed by their hate and fear that they are incapable of admitting that anything good can be done by the government at any level.
