Can someone tell me why it's so hard for “women and minorities” to obtain a photo ID? Even if one has no drivers license you can still get a photo ID through the state. Oh wait,that would take initiative,money,and proper birth certificate.

If you stretch things far enough, you can come up with wild scenarios about how difficult it is to get the documentation.
Indiana however, adressed most of these, and has nearly 100 places where you can get the ID.
And the requirement is LESS than what it is to get a JOB...

Oh wait,that would take initiative,money,and proper birth certificate. Never mind! In most states, the DMV issues non-driving ID cards AT NO COST. The ruling in this case mentions that and the fact that Indiana is among those states that don't charge for said ID cards. The ruling even addresses the "initiative" issue, stating that obtaining the free ID cards requires no more effort than the act of voting.
That leaves just the birth certificate...

One reason listed is that while the ID is free, there's a fee to get the document required to get the ID (e.g., birth certificate, etc.). This fee was higher, even inflation adjusted, than the poll tax that was shot down.
States should provide the service of a virtual birth certificate for free...that is, agree to send a version to the other agency for ID purposes for free, but charge the fee for hardcopies only. I want them to have no reason to argue this in any future challenges.
