If you stretch things far enough, you can come up with wild scenarios about how difficult it is to get the documentation.
Indiana however, adressed most of these, and has nearly 100 places where you can get the ID.
And the requirement is LESS than what it is to get a JOB...
Or welfare. No one seems to have much trouble rounding up documentation for that.
