the children eagerly waved and smiled at television cameras. They don't seem too distraught to me.

so it isn't best that the children are kept (in some kind of custody, if necessary) with their mothers. No, the STATE wants to ship them off to shelters and homes. That will really be good for them.
It'll certainly prepare them for life in society.
