so it isn't best that the children are kept (in some kind of custody, if necessary) with their mothers. No, the STATE wants to ship them off to shelters and homes. That will really be good for them.
It'll certainly prepare them for life in society.

so it isn't best that the children are kept (in some kind of custody, if necessary) with their mothers. Well, yeah. That's why they're doing the DNA testing; to find out who the mothers are. Since they are shuffled around at whim of the cult leaders, and are raised as litters by caretakers, they don't know who mom is.
I could see them smiling as they drove away. I'd be happy to leave that place too.
