Carter said [Hamas] promised it wouldn't undermine Palestinian President Mahmoud Abbas' efforts to reach a peace deal with Israel, as long as the Palestinian people approved it in a referendum... Sami Abu Zuhri, a Hamas spokesman, later said Carter's comments "do not mean that Hamas is going to accept the result of the referendum."
Nothin' here but smoke. If you break it down, all Carter's saying is: "They won't oppose Abbas NEGOTIATING. And there can be a referendum on the results. But we don't agree to accept that referendum.". So what's changed? Nothing.
Also---and I'm no expert on ME peace---but isn't it a deal killer that they say they'll accept a state "based on the 1967 borders"? I don't believe Israel has any intent to go back to those borders, does it?

Over the weekend, Israeli Prime Minister Ehud Olmert said he decided not to meet with Carter in Israel because he does not wish to be seen as participating in any negotiations with Hamas. ...nor any Israeli government official, politician looking to commit political suicide meeting with this self-aggrandizing,solipsistic buffoon.
If he weren't was once upon a long time ago a US President, he'd be banned from the country.

I wonder how many rockets sere fired out of Hamas controlled areas while he was giving this little speech?
Israel needs to continue building the walls high and thick, and then clean house when they are done. Fire one rocket over the walls? 10 come back right at your power and water distribution center. The next one comes over, take out the ports and food distribution centers. Just work your way down the list until there is nothing left to fight for and all the while broadcast your intentions and reasons so the sheeple there can truly understand who is causing their misery.
There will be no peace until there is either a victory or there is nothing left to fight for, and since this is over territory that will never be the case.
