President Bush is poised to change course and announce as early as this week that he wants Congress to pass a bill to combat global warming, and will lay out principles for what that should include.
Specifics of the policy are still being fiercely debated, but Bush administration officials have told Republicans in Congress that they feel pressure to act now because they fear a coming regulatory nightmare. It would be the first time Mr. Bush has called for statutory authority on the subject.
"This is an attempt to move the administration and the party closer to the center on global warming. With these steps, it is hoped that the debate over this is over, and it is time to do something," said an administration source close to the White House who is familiar with the planning and who said to expect an announcement this week.
The source requested anonymity to be able to speak on a sensitive matter still under debate. Given the arguments at the White House over the extent of the action to take, it is not clear exactly what Mr. Bush will propose, the adminstration source said.

Read the entire article! This is an attempt forestall a Supreme Court ordered regulatory nightmare. Whether Bush is buying into this is irrelevant. The court and congress are hell bent on demanding regulations. It is prudent to get ahead of this and confront the kooks head on rather then to nothing and let them run us over which is what they are trying to do! I know that it might seem that he is caving and accepting the fraudulent premise. But he also might be forestalling the real damage that all 3 presidential candidates will be proposing once they get into office.

Although he is trying to head off the Dems at the pass and I can understand some of that thinking, I really think that he is truly terrified that his party's chances to gain in Congress the fall are slim and none and that he must act to soften the blow. It doesn't help that McLame and Newt and Pat Robertson are aiding and abetting this farce onlty adding to the Libs fire by accepting the premise that CO2 is a pollutant.
The problem is that all politicians like to steal the oppositions issues that polling data shows they are on the wrong side of. Bush is a business man and lives for the needs of the customer. Its called horse trading. Bush does it. Reagan did it by appointing O’Conner to the court.
The only way to stop this nonsense is to support conservatives running for congress.

Yes, I was concerned when the Bush administration unnecessarily capitulated in Bali, and such a move as the article suggests would be even more worrisome if the rumor pans out.
I hear your pain.....I did also hear that Congress will NEVER be able to agree on the proposal....maybe we can hope.
