Not really. It's more of a social and cultural movement of Iraqi Shiites rather than a military organization. When they stand down they'll just go back to their daily lives and wait for the next opportunity. The key to defeating the Mahdi is isolating them from Iran then arresting its leaders and bringing them to trial.
