Notice the American Birth Certificates (presumable for the children) and the Mexican ID Card
Wasn’t this event shut down or protested in December ‘07 by the Minutemen? I don’t see any current story on this via Google.
You might be thinking of the one out in East San Diego or the one in San Marcos. This one is in Orange County.

I found a link:
The Mexican Consulate has created a mobile team (with the help of the UNICO Foundation) to visit local communities in order to increase the accessibility to consular services, specifcally the issuance of consular identification cards (matriculas consulares). These matriculas will helpful to provide residents with an official form of identification for public safety purposes (e.g. if the police ask for ID or when signing into government buildings), open bank accounts, as well as access other library and other public services.
The consulate will be at the Presbyterian Church of the Covenant (2850 Fairview Rd.) on Saturday, March 31, however, interested parties will need to schedule and appointment before the day of the event. These appointment times will be assigned by an affiliate of the consulate at St. John the Baptist for the following 2 weekends (March 17, 18, 24, 25).
They have them regularly - about every weekend, at a new location.
