I'm making the assumption he was born into some permutation of a civilized family (albeit a 'single parent' type), given at least some basic direction in the concept of "right vs. wrong," and that he chose to deviate from those vestiges of normative society.
Of course you may be right...those assumptions of mine just may be taking things a bridge too far.

If this dope would jack a car simply because he didn't feel like walking, then he would just as easily rob a convenience store because he doesn't feel like paying, or rape a woman because he doesn't have a girlfriend.

And here you hav in a nutshell what's affects a large part of the criminal class in the USA today - their massively developed sense of entitlement. He didn't feel like walking, so he was ENTITLED to someone else's car. My younger brother had this attitude. If you had something and he wanted it he saw no reason not to take it. His feelings, particularly about stores and shops were that you "have more than one, so what's the problem?". He was a very tough kid and would put a beating on someone for giving him the wrong look.
After all the government has been giving welfare parasites other people's money for so many years they have come to think it really does belong to them.
For him and his cronies, it wasn't the gub'mint cheese, I can't tell you exactly what it was but I can tell you some of what fixed it. Work and Responsibility. I hired him as my assistant manager (a job I held in college) and from there the changes began. He eventually became a responsible married adult that owned his business and spends a considerable amount of time and money helping others.
I guess it is related to the "parasite syndrome", if you don't work for it and take on no responsibilities, you don't respect others that do...
