He is speaking in a conclave of Black Liberation ministers - and alludes to the “Quiet Riot” that was simmering in LA BEFORE the Rodney King riots - and THEN says that the “Quiet Riot” is still simmering - a thinly veiled illusion to what they have planned in the cities across this land...

The "quiet" riots, likiening them to LA, are not "quiet" at all and they, IMHO, are a clear warning regarding their aims and the lengths they will go to achieve them.
If Hillery gets close to leap frogging him with the superDs, I could see Obama playing the riot card just as his cousin used violence to leverage a close presidential loss to become the 1st PM of Kenya.
