The implication here is that a speech is going to offset all McCain's negatives. It won't. McCain needs to offset those negatives between now and the Convention. Some suggestions:

Promises mean nothing. There's no way we can punish him if he fails to keep them. Positive steps between now and the Convention will mean a lot more than a rousing speech by someone who won't be holding the office of President.

Well, really, his 1992 speech was excellent and prophetic. Too bad the weenies in the GOP felt the need to denounce it almost before Pat was done speaking.

Jim DeMint would also be superb. He’s the one who introduced the measure to defund Bezerkeley and other places who drive out military recruiters.

I suggest that the best idea would be for McCain to stand up and say, “I’m declining the nomination. Now, go to it guys, and see if you can find a decent candidate!”

I agree with you about Mitt Romney. His religion in America speech was great as was his withdrawal speech. He is a very effective speaker and even inspiring speaker. I can’t think of anyone else who would do as well. And nobody suggest Huckabee, please. Enough of that boob.
