I would say that in most cases, the average person would have heard “turn around and put your hands behind your back” just once, and only once.
Seems to me that the cop lost control of the situation when he ordered the guy out of the car. He could have explained to him that by signing the ticket, it’s a promise to appear, it’s not an admission of guilt, and if he doesn’t sign it, he has to arrest him. He didn’t do that.
He orders him out, and next thing you know, zap.
I think the crux of the issue is whether or not the LEO is justified with his first "turn around and ..." at that point. I don't think so. The LEO is just peeved cuz he's being questioned and wants to torture the guy so he gets 'taught a lesson.' Getting po'd is no justification for the use of force.
How about discussion? Or if the LEO wants to make an arrest how about saying, "You're under arrest. Turn around...."

Cop said turn around, the guy turned around. All happened in about 2 seconds.
If he would have obeyed every turned around command he would have been doing circles.
