I would say that in most cases, the average person would have heard “turn around and put your hands behind your back” just once, and only once.I think the crux of the issue is whether or not the LEO is justified with his first "turn around and ..." at that point. I don't think so. The LEO is just peeved cuz he's being questioned and wants to torture the guy so he gets 'taught a lesson.' Getting po'd is no justification for the use of force.
How about discussion? Or if the LEO wants to make an arrest how about saying, "You're under arrest. Turn around...."

THANK YOU for making that point. The times I have placed someone under arrest it included the very words you just said... "You're being placed under arrest... place your hands behind you" (or on on your head, or behind your back)...
There's ZERO justification for blasting the guy with 50,000 volts without stating FIRST "You're being placed under arrest"... those words never happened, not that I could hear anywhere on the tape.
