Hillary Clinton's campaign is casting her not-entirely-disastrous showing in the Wyoming caucuses as a victory.
Clinton's campaign manager Maggie Williams said, "We are thrilled with this near split in delegates and are grateful to the people of Wyoming for their support. Although the Obama campaign predicted victory in Wyoming weeks ago, we worked hard to present Senator Clintons vision to the caucus-goers and we thank them for turning out today."

I thought victories in red states, small-population states and caucus states were irrelevant...?
I guess losses there somehow rock the house?

It's just a variant of a classic cold-war era joke about the reporting of the Soviet press vis a vis US-Soviet competition. For example:
"If the US won first-place in a two-man competition, e.g. the Fischer-Spassky World Chess Championship, and the USSR came in second, 'Pravda' and 'Izvestia' would headline their news stories 'USSR wins Second Place, US places next to last'".

This reminds me of growing up in Stony Point in downstate New York where the local newspaper for the county, The Journal News, was based in Nyack and covered sports in a Nyack-centric manner giving rise to similar headlines to this one such as Nyack Loses and Nyack Edged in OT.
