IOWA CITY - Police here have accused a former Iowa City West High School education associate with lascivious conduct with a minor for having sex with a student from her class, a court document released this morning indicates.
Colleen Katharine Solberg, 38, of 1904 F St., Iowa City, is accused of committing the acts from June to September last year. She is named in a criminal complaint in Johnson County District Court.
Solberg no longer is with the district. She was terminated Nov. 29 after school officials received a report of the suspected activity and initially suspended her, Iowa City schools Superintendent Lane Plugge said this morning.
Education associates assist teachers, working under their supervision, with various classroom tasks. Solberg worked for the special education department, Plugge said. She had worked at West since 2002 but also had short stints at City High and Horn and Longfellow elementary schools, he said.
The student is 17 now, police said. Plugge said he no longer is enrolled in the district and was not enrolled when the alleged incidents happened.
He also said the alleged sex acts were not on school grounds. "In our investigation into this mater, we found there was nothing that took place at school," Plugge said.
"I have confidence that the West High administration handled this in a prompt and proper manner," he said.
The criminal complaint accuses Solberg of first passing notes and poems to the student and then buying him a cell phone. It accuses her of having sex with the student three different times. "Defendant admitted to this and advised she knew she had 'crossed a line' by having sexual contact with the victim," the complaint states.
Solberg was released on her recognizance this morning after making an initial court appearance. Lascivious conduct with a minor is a serious misdemeanor punishable by up to a year in jail and a fine ranging from $250 to $1,500.
Iowa City Police Sgt. Troy Kelsay said a member of the victim's family reported the relationship to police in November and an investigation, which included Department of Human Services officials, was launched.
"Until it's disposed of in court it is an open investigation," Kelsay said this morning.

Gee, I wonder if “horny as hell” is now a mandatory qualification for a female to be a teacher?
My good friend the MPS Mole (you know of whom I speak) tells me the Female/Male ratio of the teaching staff is around 90/10. Given such a disparity it makes sense we see more Bad Girls than Bad Guys in articles like these.
I will say this; the assumed 16 year old horn dog has set some admittedly low standards for himself. As for the “Special Education” wench, try to fully grasp how screwed up her head is; she’s courting a boy easily young enough to be her child, ‘passing notes and poems to the student and then buying him a cell phone’.
I could, I suppose, blurt out the standard macho line, “Where were these teachers when I was sixteen!”, but frankly I’m glad I wasn’t exposed to any of that. Gotta really corrupt your world-view . . .
