As usual, the press has it wrong. The Credentials Committee does get first crack at the question of what delegates get seated from Florida and Michigan. (There will be delegates seated from those states. The critical question is, whose delegates?)

The Report of the Credentials Committee is then made to the floor, to the delegates already seated. Whoever controls that floor vote, will control the Florida and Michigan delegates. The UPI ought to know this. I know it from having been Parliamentarian of a rather obscure national party. (Reform Party, remember them?)
