That's exactly why they outlawed it. The article is really poorly written. It seems the problem is with grilling hot dogs on a sidewalk. Boiling and steaming are ok. Yet, when talking to the authorities, we get no explanation for the ban on grilling. Instead, we get a rant about cockroaches in the carts and meat sitting in the sun.

Or the bacon pig which is ground pork around a hot dog, wrapped in bacon and sculpted like a pig.

I almost died once puking my gut’s out until I was severely dehydrated - at least it felt like I was dieing. all from a little street food. There are laws to protect the populace from tainted food for a good reason.
