Only if it's an entirely separate hospital. When virus and bacteria hitch a ride, they jump off wherever they damn well please. And even if there were a separate facility, these people then go home, ride public transportation, stop at the market, handle the produce, etc. etc.

The rule is no sleeves below the elbow at any time. Skin is much easier to wash every twenty minutes than cloth. Rolling up dirty sleeves only to roll them down again does nothing to prevent spreading disease.
