According to the article in the Chronicle, it does sound more like foul play - older student perhaps.
Prayers for this child and his family. I hope they figure out who did this to him... I agree that it doesn’t sound likely that it was an accident.
Some on the thread seem to be in disbelief that things like this could happen to such a young child — 1st or 2nd grade. I think it’s naive to think that things such as this don’t happen. Putting someone on a hook like that is something that you can see in MANY TV shows and such. A “typical” prank. Unfortunately, in this case the prank has turned tragic. I’m sure the kid or kids who did this had no clue that they were placing this child in that much danger, but they are still responsible. Hopefully they are old enough for the police to demand some type of intervention (counseling, etc...). Chance are though if they are very young, there is nothing the police will be able to do.
Oh how horrible... Prayers for this child’s family and friends. And prayers for whomever did this and their family as well. I hope their conscience weighs heavily enough on them to come forward and admit what happened so they can get some kind of help — if this was indeed a prank the guilt could drive them to either hurt themselves or others in the future as a result. What a horrible situation.

It sounds like a common bullying technique - one that is frequently done as a “prank” by bigger children to smaller ones. It wouldn’t necessarily have been done as part of a larger pattern of persistant bullying, but might instead have been done in random passing.
Even if the hook were low enough for him to reach it himself, he would have had to have a step stool to back himself up and hang himself on it high enough to get his feet off the floor and choke. That seems unlikely, so I would venture to say a bigger child or children did this to him.
Usually kids do it because they think it’s “funny” to see a small person pedalling in the air - and it would only be funny if someone else were there to see it. Look for a group of bigger boys who came out shortly after he went in...
