McCain has been my least favorite potential Republican nominee all along because of his active support of amnesty. And Hillary is beholden to the Hispanic voters. Assuming the next president is one of those two, I've been thinking about how likely it is that amnesty will pass Congress.
I'm actually pretty optimistic on this point, based on recent votes in the House and Senate. Last year, the House passed the Security and Fairness Enhancement for America (SAFE) Act of 2007, which would eliminate the visa "diversity" lottery. This legislation was passed by a broad majority of bipartisan Members(273 - 148).
Even more encouragingly, in June, 2007, the House passed Tom Tancredo's amendment withholding federal emergency services funding from sanctuary cities that protect illegal immigrants. The House passed the amendment, 234 to 189, with 50 Democrats voting in favor. The Rocky Mountain News reported that Tancredo "was elated by its passage, which stunned critics and supporters alike."

The same Tancredo amendment had failed decisively in past years, so it's hard to see how the House is going to be passing amnesty any time soon. This is particularly true when you consider that many Representatives are from districts that include sanctuary cities, and they presumably had a lot of pressure not to support the amendment. If many Democrats are willing to side openly with Tancredo (who is radioactive in liberal circles), it's hard to see them supporting amnesty.
The Senate is a much more fertile environment for amnesty, but even they seem to have gotten the message somewhat. Indeed, the DREAM Act, which is supposed to be the most politically palatable form of amnesty, failed to survive a cloture vote in October.

Lyndsey Graham appears to have gotten religion on this issue, judging by his vote. You'll notice that RINOs Trent Lott and Larry Craig both voted for the DREAM Act, but they will very likely be replaced by anti-amnesty Senators by the time the next president is sworn in. In fact, it's encouraging to note that some of the Democratic Senators who have recently been elected from red states voted against the DREAM Act- such as McCaskill from Missouri and Tester from Montana.
So if you look at all this, it's really hard to see how amnesty will pass regardless of whether Hillary or McCain is elected. I tend to think McCain will be better on this issue, because he's unlikely to try to actively lobby for amnesty after he's taken so much flak on this issue. Plus, he's promised to seek certification that the borders have been secured prior to supporting amnesty again. That promise probably isn't worth a lot, but at least I tend to think he won't expend much political capital on this issue, while Hillary likely will. So if it's Hillary vs. McCain I will hold my nose and vote for McCain.
I want to hear each and every presidential candidate, of both parties, be asked on national TV if they would sign an amnesty bill if Congress dares to pass it. And then I want to hear what they have to say. I also want to see them asked if they think the American government should put the interests of American citizens ahead of the interests of foreigners, both here and abroad. And specifically, how much money in taxes they think should be taken away from Americans and given to non-Americans living here and foreigners abroad.

McCain is a true believer in amnesty and he has a history of reveling in his opposition to Republican principles. Republicans in congress would be much more reluctant to oppose a measure he promoted than one promoted by Hillary.
If McCain is the candidate, vast numbers of GOP voters will stay home.

The president has a huge amount of executive discretion in how he enforces the law and the issuance of executive orders. I am mildly encouraged that W has finally started taking border enforcement more seriously. But a McCain or HRC presidency would not, shall we say, shine from a standpoint of strictly enforcing the laws. Both a McCain and HRC administration would revert to the wink-wink, pretend to enforce the laws approach we have followed for the last 20 years. This impacts both the ease of getting here (say, the head of the Border Patrol is under orders from his boss (the President) not to vigorously prevent border crossings) and it affects the ease of staying here.
When illegals can freely get mortgages, own homes of record, have credit cards, get paychecks (all of which they can and do in the US), we have effective amnesty today. The president is more than capable of issuing or not issuing executive orders that make effective amnesty more or less feasible.
So don't underestimate the power held by the presidency in this area.
McCain has twisted logic. Anyone that votes for him has experimented with too many drugs.

I think too many people misunderstand McCain's current position. At the last debate he DID said he had heard the people and would secure the border first, but still felt his bill was a good plan. He never called his bill amnesty, but it's clear that he still wants it.
