Summary:

This Omnibus Appropriations Bill that President Bush signed was a double edge sword. It put funds in the packages to aid the emergency responders from the 9/11 attack. Bloomberg had been having that coverage denied.

From Newsmax News:

But this bill withdrew many of their earlier border guarantees promised in the Secure Fence Act. This means the fence cannot be built!

Why is there a bill to gut the border fence money?

The Consolidated Appropriations bill includes a little-known provision that guts the major provisions of the Secure Fence Act of 2006. This provision -- buried on page 123 of Division E of the Consolidated Appropriations Act - contradicts the Secure Fence Act’s specific mandate of a double-layer fence covering 854 miles of the U.S-Mexico border.

Personally, I think the Security Fence Act's money was already spent on the failed Project 28 of the Virtual Fence and this bill is written to cover the trail.  Unless, the initial $20 million dollars paid to SBINet came from someplace else?

Concerns Raised on Border Fence: Lawmaker Seeks To Delay Handover Of the Boeing System

In a letter sent late yesterday to Homeland Security Secretary Michael Chertoff, Rep. Bennie Thompson (D., Miss.) cited continuing concerns by the committee that problems with the virtual-fence system known as Project 28 aren't fixed. The committee also is concerned that the effort doesn't give agents the technological advantages Boeing has promised.

Further delay of a project already almost six months behind could set back the credibility of both the effort and of Boeing. It also signals a determination by lawmakers to keep a sharp eye on how Homeland Security buys from the defense industry. Boeing's project is part of a larger effort estimated to cost taxpayers at least $8 billion through 2013, although a government watchdog has warned the costs could triple.

The effort is designed to make agents more effective at stopping smugglers and illegal immigrants by substituting
technology for personnel. Known as "SBInet," it may eventually monitor 6,000 miles of the U.S. borders with Mexico and Canada. The government has withheld

final payment on the initial $20 million contract while Boeing fixes glitches. Representatives for both Boeing and Homeland Security said they hadn't seen Mr. Thompson's letter.

Boeing has been waiting to turn over the first 28-mile section of the fence since the end of November. If the project is accepted, the government will operate the system alongside Boeing during a 45-day test period that may result in a formal handoff early next year.

...To track a smuggler, an agent in a vehicle can remotely operate a camera and radar system mounted atop a 98-foot tower. Officials have said the system will be capable of locating a person five miles away or a moving car at three times that distance. The network will be overseen by command centers that have the ability to tap into every tower.

Congressman Duncan Hunter wrote the law saying the Border Fence SHALL be built. 

The Secure Fence Act written by Congressman Duncan Hunter, Presidential Candidate 2008, would extend THIS "San Diego Primary Fence" throughout our southern border states.

Border fence defunded. Much of this involves an ongoing issue with monies not being given to the emergency responders from 9/11. There was background that was coming out on what happened to the monies from Debra Burlingame. But she stopped writing about it after her sister was murdered.

In February, 2002, Giuliani insisted upon transferring guardianship of the $100 million remaining in the city-run Twin Towers Fund to a private charity he controlled.

The families of the police and fire rescuers who died in the attack balked at Giuliani's plan to take up to a year to dole out the money, with his new organization billing $2.2 million in anticipated administrative expenses (including six-figure salaries for friends he appointed as officers).

The families argued that the fire union had far more quickly distributed $111 million with an estimated administrative cost of just $30,000. Under embarrassing pressure from the victims' families Giuliani backed down. He promised to distribute the money within 60 days and fund his overhead from new donations.

The families of the deceased rescuers, the real heroes of the September 11 attacks, received a one-time benefit of about $230,000 each from the Giuliani-privatized fund in 2002.

That year, the former mayor earned some $8 million in speaking fees alone, more than $650,000 per month.


Imagine the fun this mutt could have with the U.S. Treasury at his finger tips.

This is where I listen to the San Diego Police and Fire Department on the scanner.

I would say that about 7 of 10 calls to the police are from Mexicans or related to them.

I had no idea that I would hear so many Mexican family fights on Christmas day.

I hear calls for the ambulance to the border gate, to pick up teenage girls who are giving birth, and if the name is given, it is a Mexican name.

There are several calls each day for medical pickup at the border gates, once they step over the line, it is our problem.

Crime, gangs, dope and parents who are afraid of their teens and want the cops to stop the kids, from whatever they are doing.

The proud, Christian who was hard working and honest, appears to have disappeared, or they stayed in Mexico.

The fence might help, but we have a bigger problem already here.

It is all in the manifesto, to dilute the Americans with others who will vote the communist agenda, just as Russia has practiced for so many years, in so many countries.

And look at all the proud Democratic Socialists in Congress.

My opinion of course.
