The emergency will require the Leg to send Arnold legislation to deal with the fiscal emergency within 45 days. If they don’t, they are forbidden to work on anything else and cannot adjourn until they do.

There is a marked drop in expected revenue. Business has long awarded California with a pro-regulatory (extreme environmental) anti-business reputation. In fact, it is well known by site selectors that they consider “ABC” - Anywhere But California. The Gov and legislature eliminated the Economic Development Dept. and now it is just a tiny temporary staff.

I don’t see them smartening up and the situation getting any better.
