President Bush has himself to blame by not brooming all Executive Departments of these Clinton rump-swabs.
At least he snuggled up with Ted Kennedy. That worked out real well.
Part of the problem (a big part) are the civil servants who are not appointees. Hard to get rid of them, and many of them actively work against our interests.
But Civil Service Reforms have been managed in the past. A house-cleaning at that level could occur -- but it would take Congress to do it.
I'm not longer certain that any President has the power to do that. And even if he did, there is no reasonably qualified pool of replacements to draw from - save for staffing the entire State Department with military officers. That ought to send the New York Times into orbit. ;)
Maybe shutting down the CIA entirely and announcing that the US will be relying on British and Israeli intelligence from now on is the only viable option.
Well, it didn't take long for the first, "I blame Bush for not cleaning house" post. You would think that FReepers would have learned a lesson after the manufactured outrage over the Attorney General firings. If Bush had done this the MSM and the Democrats would have eaten him alive, slowly, for months, just like they did with the whole Plame non-issue.
