Part of the problem (a big part) are the civil servants who are not appointees. Hard to get rid of them, and many of them actively work against our interests.
But Civil Service Reforms have been managed in the past. A house-cleaning at that level could occur -- but it would take Congress to do it.
I wouldn't hesitate to think/know that a Dem White House and Congress would
sweep every Republican out the door on the first day.
