A black firefighter admitted he placed a knotted rope and threatening note with a drawing of a noose in an East Baltimore fire station last month.
The firefighter has since been suspended for other performance-related issues, but will also likely face additional punishment for his act, officials said.
City officials said the man admitted to the hoax and will not face criminal charges.
Officials identified the man as Donald Maynard, a firefighter-paramedic apprentice who is black.
The incident sparked outrage and led to a federal investigation into charges of racism. It was also the latest in a series of other incidents over the past year, including the death of a recruit in a training exercise and accusations of racism.
The hoax report came one day after news that the top performers on two recent fire department promotions tests cheated.
A black firefighters group had called accusations of cheating racially motivated after union officials questioned the test scores. But the investigation found that five African-American firefighters had studied by using a 2001 exam, which is against test protocol, local news agencies reported.
Mr. Maynard's punishment could include being fired, officials said.

Lets see, if it was a white dude it would be a hate crime, since it’s a black dude it’s just a prank.
That’s the problem with “Hate Crimes”.
A race-based double standard IS racism.

Djya suppose this fella saw the writing on the wall and tried to provide himself a “job for life” or a litigational avenue for his pending dismissal?
That's just plain laziness on the part of those that do the testing, just like a college prof that's too lazy to prepare new tests for each class and instead recycles last semester's tests.
99% of all the “hate messages” are falsely planted by the group or individual of a specific group to which the message targets.
Nooses, swastikas, hate-graffiti, burning crosses—all of them. The first people that should be investigated when this occurs are the people who are targeted—because they probably put it up themselves.
Just calling them as I see ‘em.

I am waiting for CNN to update their outrageous prop piece “The Noose” with this and other recent noose frauds.
Will they come to Baltimore and march or is it just too damned cold ?
Double standard is an understatement.
In the Duke lacrosse hoax three young men were falsely accused and the police and DA’s office all piled on. Numerous calls have been made for the justice department to come in and investigate the civil rights violations. They haven’t done so, apparently because the lacrosse players are white - so it’s okay.
The false accuser, Crystal Gail Mangum, has not been prosecuted, apparently because she is black. The AG (who wants to run for governor) says he won’t prosecute her because she has mental health problems. Somebody should tell Hinkley how to get that ‘get out of jail free’ card. Oh, he’s white, so that card won’t work.

Just another nail in the coffin for respect of the rule of law.
Either it’s a crime or it’s not. All are held equal or none.
That’s not even mentioning the complete idiocy of thought crimes in general.
No real reason to respect judges, lawyers, courts or legislators any more, other than simple habit.
I tend to leave LEOs out of that matrix. They’re as stuck in the middle as the rest of us.
The only question now is how much longer until the degrading of respect starts to bleed over into refusal to tolerate.
Wow, did you ever bring back a memory! Don Maynard was my World History teacher at Eastwood High School in El Paso, TX. during an off season in 66/67. He was a super nice guy, and I had a signed copy of that very picture of him.
