CARACAS, Venezuela (AP) - President Hugo Chavez warned his supporters on Friday that anyone voting against his proposed constitutional changes would be a "traitor," rallying his political base before a referendum that would let him seek unlimited re-election in 2012 and beyond.
Brandishing a little red book listing his desired 69 revisions to Venezuela's charter, Chavez exhorted his backers to redouble their efforts toward a victorious "yes" vote in the Dec. 2 ballot.

Oil by itself doesn’t guarantee wealth. It’s an extremely complex business, requiring a huge number of skilled people in the middle income ranges.
Exactly the kind of people that Hugo is pissing off the worst and who are fleeing the country in major numbers.
You can’t eat oil. A 30 day total boycott of Venezuelan crude by the US would unseat him.
They can’t ship it elsewhere. All the refineries are booked via long-term contracts.

There have been worse. James Buchanan comes to mind. It is hard to surpass his 'achievements': the Dred Scott case, the Bloody Kansas revolt, bleeding the treasury dry, crackdowns on abolitionists, and of course basically ignoring all calls for secession (and then not doing anything about it when it occurred).

He certainly has caused a massive brain drain at PDVSA and the country as a whole. One can only assume efficiency at pdvsa has plummeted in the last 5 years.
It is my understanding china is either building or discussing building refineries in china able to process venezuelan crude, but even if so it would be years before they come online I assume, so as you note he is very limited in who can actually process his not-so-fungible heavy sludge crude.
my short view is that venezuela is screwed, and this guy is going to send hundreds of millions to every other latin country to unseat traditional oligarchic governments (aka democracies). what a mess.

One other point of consideration - The oil pumped out of Venezuela, is for all intents and purposes, sludge, and requires a particularly capability to refine it. That capability resides in the US. So, if we stop refining his oil, he’s really up the creek.

So how would we get oil for those 30 days?
Venezuela produces about 2.8 million barrels of oil per day. We import about 1.1 million barrels of that. They use about 0.6 million and the rest is imported to other countries that are already refining Venezuelan oil.

it won't be long, I don't think.
I knew russia was number two in production, but for some reason I didn't know that the US was number three, right behind them.
Use the strategic reserves and import more from other sources.
Venezuela is number four down the list of countries that we import oil from. Canada, our largest supplier, is not even a member of OPEC.
I am not saying it would be cost free. It would definitely jack up the prices of other imports and we would pay more at the pump, but it would knock the legs out of the Venezuelan economy in very short order.
The bottom line is they need to sell to us more than we need to buy from them and if we choke off the supply of dollars, they are going to be in a world of hurt.
