What a dope. He clearly doesn't know much about health care today. The medical profession is already very conscious of preventive medicine. The country spends a lot on reactive medicine because, with people living so long these days, the system sees a lot of decrepit old people, who may cost more in health care in their last year than in their whole previous lifetime.
This is a Bush-type nanny-state big-government "Republican."
