Sergeant was an E-4 A few years ago it was. In the 90s the Air Force got rid of the buck Sgt (E-4) rand and made it Senior Airman, a Non-NCO grade. Now, only the Marines recognizes an E-4 as an NCO.

Corporals[E-4] in the Army are also NCOS, just a junior NCO.

Any person that would torture, mutilate and needlessly kill an animal, especially a pet like a cat or dog, is only one very short step away from doing the same thing to a human being.
A lot of psychotic serial killers start out this way.
Holey, a senior airman stationed with the 93rd Intelligence Squadron at Lackland AFB, claims the kitten jumped from his arm, the report said.
An Air Force official said no disciplinary action was immediately taken against Holey, who the official said has been in the armed forces for seven years without any incidents.
And Jeffrey Dahmers neighbors said he was quiet, a good neighbor and never caused any trouble.
I always thought that our military and even civilian contractors especially those involved in the intelligence community had to under go periodic psychological exams and lie detector tests to weed out any potential security threats and the occasional psycho.

The army doesnt regard a Corporal as an NCO, or the Navy a Petty Officer 3rd Class?In my 20 years as an NCO (7 years joint service). I've never met an Army Corpral, only Specialists, and I've never seen a PO3 in a leadership position.

The story mixed several types of animal cruelity into one lump sum.
Your example had the modest detail of them being duct taped to a board...not quiet the MO of a owl.
Owls due like to eat the cats on the spot, clip open the chest and cut off the paws. I have seen two examples where the owl cut off the heads off the cats.

There’s a huge difference between a hunter (shoots to kill, eats the animal, usually attempting to control an out-of-control population, etc) and a psycho cat mutilator (intentionally causes pain, mutilation, for no apparent reason except “fun”). BIG difference. If you can’t see that, you’re a sick individual. It’s like comparing a soldier to a serial killer.

I was raised around and still live around a family full of hunters.
NOTHING would cause you to get your butt kicked quicker or to get yourself labeled as an ass than to cause a kill to suffer needlessly.
These guys are after the pain, not the food.
