In the still hours after he retires, a military commander has to relive those horrors over and over. And the greatest burden any would bear would be that his actions caused young men and women to die.
I suspect each addresses that reality in his own way. This is as classy a tribute as any I could imagine.

Why did someone pick them up? They should have been left alone. General Pace left a gift and a tribute to his pals, and someone came along and picked it up? Then called the press?
It seems like something personal for the General, and I bet he is pissed it is in the news.
