California would appear to have the most to lose if the apportionment of seats in the House were changed to be based only on citizens. Someone please explain why congressional seats would be based on anything BUT citizens????

I think it's based on the premise that the US Census would get
info on every live body they could...legal and illegal residents.
And use those numbers for the apportionment.
Actually, I sort of thought this was already happening, given how
there was such as big PR campaign to count "the homeless" last
time.
I naively thought that was code for "everyone, no matter if they
have a 'legal' home in the USA or not."

The apportionment of the House is based on the resident population of the country and not the citizen population.
I assume this is a constitutional req. and am now looking further into this issue.
