Illegals may give state more clout
Undocumented population may give California more seats in Congress

Illegal immigration is channeling political clout to California and other border states from the Northeast and Midwest, according to a new report that predicts that California's undocumented population will equate to two seats in Congress following the 2010 Census.

The Connecticut report predicts that California, Arizona, Texas, Florida and New Jersey will gain seats in Congress after the next Census because of their illegal immigrant populations. Illinois, Michigan, Missouri, Montana, and Ohio will each lose a seat because they have relatively few undocumented immigrants. New York, which would lose two seats under the current system, would lose only one seat if illegal immigrants were excluded.

California would appear to have the most to lose if the apportionment of seats in the House were changed to be based only on citizens. According to Rodriguez' projections, California, which has one quarter of the nation's estimated 11.6 million undocumented immigrants, would be the only state to lose two seats after the 2010 Census if that population were not counted.

The nation's population of unauthorized immigrants has grown by 37 percent since the last Census, according to the U.S. Office of Immigration Statistics. California has about 2.8 million unauthorized immigrants, about 1.2 million more than Texas, the state with the second-highest total.

Someone please explain why congressional seats would be based on
anything BUT citizens????

I think it's based on the premise that the US Census would get
info on every live body they could...legal and illegal residents.

And use those numbers for the apportionment.

Actually, I sort of thought this was already happening, given how
there was such as big PR campaign to count "the homeless" last
time.

I naively thought that was code for "everyone, no matter if they
have a 'legal' home in the USA or not."

The apportionment of the House is based on the resident population of the country and not the citizen population.

I assume this is a constitutional req. and am now looking further into this issue.

Also, we should remember that women and blacks were not allowed to vote back in the day.

Illegals get better representation than do the taxpaying citizens of this country.

Do illegal aliens count in the Census? If they do, there might be a need to reassess the purpose of the Census.

Question is are we past the tipping point? I’m afraid the America as we know it may not be the same in the future. We may be making a sharp turn to the left. If Hillary gets elected I’m afraid it is all over but the shouting. Just look at states like New Mexico and Nevada. They never come back to be Republican.

an exerpt:

At present it is not clear whether the Constitution requires non-citizens to be counted for apportionment, but it is clear that any attempt to exclude them would result in years of litigation.7

You would think non-citizens couldn’t vote, so why count ‘em? Or better yet, why can’t Census takers report them when they find them? Oh, yeah, that would scare them off—wouldn’t want that to happen. And where exactly will the loyalies of these new Congresspeople lie? I’ll give you uno guess.

No one has done more to cheapen American citizenship than our “leaders”. I despise them.

hmm ....If we know where they are to actually "count" them.

Then isn't that admitting we know where they are to either ARREST them, DEPORT them or god forbid BOTH!

Sadly, I think we passed the tipping point long ago. GW could have turned the tide had he tried border enforcement after 9/11, but no dice. If Hillary succeeds him, it is all over. We will throw our doors open to the Third World even wider. And if you don’t like it, you will get thrown in jail for inciting racial hatred.

My fear: One hundred years from now, Americans of European descent will be virtual economic slaves—taxed to near extinction by our liberal overlords, their will enforce by hordes of third world freeloaders.

It isn’t the vote I am concerned with, as I believe that all CITIZENS should be allowed to vote. But the apportionment of seats by all residents, and not just citizens is WRONG. I believe that such an application would be a misinterpretation of the Constitution.

If they are undocumented, how does anybody prove that they are actually there? And, just who is in charge of providing the official count of people who aren’t there?

I agree. I worked on the last census in New Orleans, Louisiana. The workers go to apartments for up to three times. Usually no one answers. You can only go to the apartment so many times and then move on. You can only guess who lives there. The ones who answer the doors say 3 live there when 8 actually live there. In an apartment situation, it it impossible to count who lives there and the neighbors will not help you. Seeing that there are thousands of apartments in NO and Metairie you can see that the census can really be scewed. I did input of data from the census so I know the problems the people had in the field. I don’t think it is possible to even guess how many illegals are in this country.

This is the 'rat game plan, has been for years. The thought of millions of new 'rat voters (beyond the millions already voting illegally), and extra congressional seats (all 'rat of course), what is not to like for them?

They see the way to a permanent majority, and nothing will stop them at this point.

We’re are in full agreement. I was merely adding info on a possible reason for the counting of “residents” vs citizens. It is not unconstitutional but can be changed by congress.
