Interesting page, and there seem to be quite a few articles pertaining to network privacy posted there.. I don't suppose there's a single, simple plan that home PC users can implement that will allow them to do as you suggest? Most people who are not networking specialists will look at a page like that and their eyes will glaze over.
Is there a simple plan, easily understood by average folks, that you would recommend?

I would suggest using Tor / Onion, inside firefox, using several other extensions to block firefox addons (quicktime, java, activeX, etc) from compromising your anonymity.
