Home PC users in the UK and EU have less than a year to drastically expand the numbers of nodes in I2P networks. They either hang together or hang separately. Only through creating a extremely robust network will the government be thwarted from encapsulating the entirety of network traffic on the British Isles.

Interesting page, and there seem to be quite a few articles pertaining to network privacy posted there..  I don't suppose there's a single, simple plan that home PC users can implement that will allow them to do as you suggest?  Most people who are not networking specialists will look at a page like that and their eyes will glaze over.

Is there a simple plan, easily understood by average folks, that you would recommend?
