No, it couldn't have been prevented. The parents had no way of knowing the lake harbored that dangerous bacteria. Heck, apparently it took a post-mortem to diagnose what infected the child. It's such a rare occurrence that no public health warnings were issued, because no one knew of the danger.
There are thousands upon thousands of ways to die. Human beings cannot prevent them all. Heck, we can't even prevent the ways to die that we cause, let alone prevent all of the many ways nature can kill us.

It's difficult to say. The organism can flourish even in swimming pools. Other than wearing a nose clip while swimming, and pinching the nose shut with one hand while jumping into the water, I don't know what else can be done.
And wasn't it so very nice of them to push the 'global warming' angle on this story? They're dancing on this kid's grave.

Probably publicizing the way the infections occur AND telling people to tell their children NEVER to sniff inwards when you’ve been in non-chlorinated water. People in our society are programmed to always sniff inward when they feel their nose running. It’s a bad idea for a lot of less scary reasons than this, but if you could paint a picture for kids of how all natural bodies of water have “germs” and that sniffing inward when you’ve been swimming in one makes the germs go up your nose into your brain, a lot of kids could probably remember not to.
